Blame cultures create negative reinforcers. Negative reinforcers, however, lead to stopping behaviour and thus demotivation of action.
Even in the behaviourist dogma, blame and punishment are inferior to reinforcing desirable behaviour.
Many companies are led into a corporate full-stop by the blame game. The final agreement, that is left, is not to do it “like that”, but nobody really has a better plan.
